You will need to learn actionscript in order to do this, but not too much. I recommend checking the web for tutorials with this, and maybe grabbing a book or two from the library! Keep in mind that an older book may work, but will invariably leave out some of the newer features that more recent iterations of actionscript have employed. With that, lets get started!

Animating your characters will make your game look much more professional, but while you are laying out the framework, its best to work with static sprites. It's up to you, how far you want to go to make your game look good, as you need to split your attention between gameplay and presentation. Of course, I don't recommend skimping in either of those regards! A good game is one that is good in both areas. Messing up in just one of those 2 ways will make your game extremely unappealing, like a worm, or a rotting food.

Background design is important. Scaling your characters with the background properly can be tricky. How much space do you want the character to occupy on screen? What about everything else? You need to think these things through, you don't want a character that is too small or too big, play aroudn with it until it feels right.

Casual games are gaining a lot of popularity, it may be worth your while to check out some of those and let them influence your own game. They are typically not very complex, and so it means less work for the designer! Maybe less coding, but it takes a lot of thinking to figure out the right formula for success
